The text reads something to the effect of "A Magazine on how to make money." Except in Russian do and make are the same word, so it really is on how to "do" money.

point taken. i did not have the background.
I guess what I've done is recontextualized the image by placing in a different set of concerns---the power relations of nation states.
Such a powerful image can develop a multiple set of meanings.
