how does the Senate need to be made stronger? I don't think changes tot he Senate are required just more of an education to the people of what the Senate is supposed to do.

I don't know that Whitlam wanted to necessarily decrease the power of the Senate in relation to the House of Representatives. But clearly a government with a majority in the House of Representatives should be allowed to govern.

Whitlam's reaction to the Senate during the mid-70s was more a reaction to the hostility of the Federal Opposition, and its repeated refusal to adhere to constitutional conventions in regards to use of the Senate's power.

if the House of Representatives doesn't review the legislation because the executive has the numbers, then that leaves the Senate. It needs the powers to do the job of ensuring good legislation that is required by democracy.
