Ah, yes, ad coincidentally Bush's "Clear Skies" policy in America.

Awful as it looks, the residents of Johnstown, Allentown and all the other now dead steeltowns of Pennsylvania would probably consider a steel plant with actual smoke coming from it a very, very welcome addition to their town.
