Is Peter Garrett "a shadow minister who doesn't cast a shadow"? , as Geoffrey Cousins claims? Cousins asks good questions: "Is Malcolm Turnbull the Minister for the Environment or the minister against the environment?" These are tough judgements.

Turnball and Garrett are both good arguments for a directly elected separate executive. I would love to see what policies they would bring to the table if they were running for Governor or President and outside of executive cabinet and national executive party discipline.
